French term or phrase: avec une exactitude de 1%
"La quantité d'eau jusqu'au niveau de la sortie est mesurée en litres (l) avec une exactitude de 1%."

A 1% accuracy level would seem somewhat unconvincing. Would it be correct to invert it and translate it as a 99% accuracy level, or to say that it is measured with 1:100 precision?

The context is leakage testing of water treatment package plants.

agree  chris collister: "to a precision of 1%" sounds more natural. Or simply "to within 1%"

-> Yes, both are widely used -- even though "to within" has always seemed redundant to me.
