Explanation:
Note confidence level.

Logically it would appear to refer to the treads of the stairs, or the "treadplate" of the gangways.

Another possibility is that it refers to the stair noses/nosings and the equivalent part of the gangway, at the top of the stairs (the last tread, as it were). What are the stairs etc. made of? If made of steel, I'd be surprised if they complicated matters by making the nosings of a different material or thickness. If timber, steel reinforcement could be useful.

A nosing is the "leading edge" of a step. Cf. "bord d'attaque" for "leading edge" of a wing, etc.

Not standard terminology I don't think, certainly not something I've encountered.

On reading it again, plates may well refer to plats or "steel strip", not to "steel plate" as I first thought. In this case it is quite likely that it's a strip of steel screwed to the top of a wooden stair tread, near the front edge, to prevent wear and damage to the timber and to provide a better grip, especially if the plat(e) has relief (tôle larmé, tôle strié, etc.), and especially in the wet.

agree  chris collister: I'd go along with that. The old Underground wooden escalators had brass reinforcements screwed into the front of the treads
