demountable buildings on footings
Explanation:
Sticking close to the original.
In my experience a prefabricated building, such as "prefab" classrooms, are loaded intact onto a trailer for relocation. I presume that as the name implies a demountable building is knocked down for relocation and can therefore be larger.

As for socle I imagine they are referring to some kind of concrete foundation, with or without a crawl space, which may well consist of "footings" (of various kinds).

Prefab

Explanation:
Or maybe a Portakabin (trade name notwithstanding). Basically you make a concrete plinth and set down the building (which arrives on a lorry) witha crane. Vide any large building site.
A Huff House is a very superior version, but still essentially prefab.

agree  Charles Hawtrey: For an international readership, 'prefabricated building on blocks' would probably be prudent (alliteration notwithstanding).

disagree  B D Finch: Prefabs are not necessarily demountable, they can be very permanent. The housing association I worked for did some schemes using very permanent prefabricated buildings that once installed were there for the same 60 years' minimum life as trad buildings.

-> How permanent is permanent? Surely "permanence" refers to the intention, not the potential? Many asbestos prefabs were only supposed to last 10 years at most!

Removable buildings on blocks

Explanation:
this website is one of several showing removable buildings / bâtiments démontables : http://www.grupvall.com/index_in.htm

but I'm not too sure about the socle/block part; only found one reference (page 200) :

Portacabin

Explanation:
Portakabin with K is a tradmark, but with a C it is a general description.
At school they were called "Demountables". "Portable Buildings" could also be used.
