It's the 'prioritaires' that's bugging me 'priority street fountains' doesn't sound right in English. Any ideas much appreciated.

ce qui est "prioritaire" ou "priorité" c'est l'accès à ces bornes-fontaines pour les populations les plus vulnérables (enfants, femmes vs. les marchands de rue qui tirent l'eau mise à disposition gratuite de la population, pour la revendre plus loin)

High priority water fountains

Explanation:
Avant l'intervention du PAIQ, le quartier était desservi en eau potable par deux bornes fontaines à peine fonctionnelles et positionnées à ses abords immédiats. Une ONG, opérateur pour ce quartier du PAIQ, a travaillé plusieurs mois avec les populations du quartier afin que celles ci construisent une image de leur quartier, identifient leurs besoins et priorisent les projets

a. I took the adjectives “sociaux” and “prioritaires” together and the sentence came like this: (1) des operations de branchements sociaux, <et> (this conjunction is too important to the context), (2) aux bornes fontaines prioritaires.
Now, (1) first, translated roughly as (public linking up operations) am so sorry! The use of “operations” here gave the idea of a facility, structure. Cross my heart! (2) the second, (precedent fountain terminals), note, the adjective here is “fontaines prioritaires”, very important, so the principal idea is the terminal. let's walk through the phrases:> to gain access to drinking water, you go through or make use of the facility first and then take the quantity of water that you desire from the fountain terminals which precede the facility, the sense of the terminals is that they are in front of you, precedes, the facility, then “prioritaires” becomes your baby.
