The complete phrase is "Nb de sites et appts livrés avec économiseurs de débit et écoplaquettes"

the part of the document is dealing with water consumption.
I have found a reference which fits the bill

This seems to be a generic name for water saving devices for citerns. In England there are similar systems called Save-a-flush and Hippo.

I would keep the name and add an explanation.

Explanation:
This seems to be one of several water-saving devices on the market. I haven't found an English-language equivalent, but I have seen other devices (Save-a-flush and Hippo to name just two!).

Maybe you could simply call it a 'water-saving device'?

In the bathroom
• Don’t leave the tap running while you brush your teeth. Only turn the tap on when you want to rinse, or use a glass o water for rinsing.
• If your toilet has a large or old cistern, fit with a ***water-saving device*** – they save water every time you lush. Or you could consider a dual flush option.
• Take a shower instead of a bath – it uses around a third of the water and save times and money. Watch out for power showers as they us as much water as a bath!

Explanation:
Given the French propensity to use trade names as generic terms, I rather doubt they actually mean "Ecoplaquettes" (R). "Cistern volume reducer" is generic, perfectly clear, and gets 4 ghits!
