Unfortunately I do not have much more context....
It is in an environmental context and they placed that sentence in the middle of it....I do believe that the allumeurs de réverbères are the poets of the night.
However I wonder if there is not a game of words in there.....that is why I am not totally convinced I can use the lamplighters. .. There's also the famous "allumeur..." in "Le Petit prince", who carried on lighting the lamps even though his job was getting increasingly difficult, simply because that was his duty...

PS, my first thought (before finding that definition) was "visionaries" or "enlightened people", but I think that connection is perhaps too facile...
