Document describing assessments carried out for/by the MEEDDAT (ministry for energy, ecology, sustainable development and regional development). The sentence is

"Il est à noter que ce nouveau cadre d'évaluation a vocation à s'appliquer à toute évaluation **de choix public** (projet, programme ou politique), quel que soit le domaine d'action et quel que soit l'état d'avancement du projet."

In french, "toute evaluaton de choix public" is " toute evaluation de choix (posé par un organe ou une institution) publique", in shorter...
In english, I would write "all evaluations of any publics decisions". This translation would also avoid the confusion with the "public choice theory", which is not concerned here, it seems.

Thanks - I agree that it should not be confused with the economic theory of public choice. I have gone for 'publicly-endorsed policy' (suggested by another colleague) but I think it's more or less the same thing!
