I'm not sure about the first Domaine, but for the rest:

[...] élabore la réglementation relative à l'occupation du domaine public maritime affecté aux cultures marines ;

Perhaps the first "du Domaine" is redundant? But I'm not sure....

Otherwise, perhaps: "of the request for occupancy of property in public marine areas" – but I'm really unsure of that, because I don't know what the first "Domaine" refers to. :-/
