Dès le 1er juillet 1999 il existe en Flandre une obligation de rétraction pour tous les appareils électriques et électroniques congédiés. Avec la résolution d’exécution « Vlarea », les importateurs/fabricants, les demi-grossistes et les commerçants en détail sont tous ensemble responsable pour l’acceptation, le démantelage, et l’usinage des appareils électriques et électroniques congédiés. (Vlarea, 17/12/1997, M.B., 16/04/1998).
Vlarea II est entré en vigueur le 1er juin 2004 (Vlarea II, 5/12/2003, M.B., 30/04/2004 comme modifié le 17/12/2004, M.B. 20/01/2005).
