French term or phrase: secteur d'expropriation
As per my previous question regarding the technological risk prevention plan for a chemical platform, I'm also stuck on this term which appears in the following sentence: 'Les scénarii d’accident retenus pour la définition du périmètre d’étude du P.P.R.T. de la plate-forme chimique de xxx, dont l’élaboration a été prescrite par arrêté préfectoral du .. décembre 2011, conduisent à délimiter des **secteurs de délaissement et d’expropriation** très étendus, d’un coût financier très élevé'.

Explanation:
The area in which the authority decides to expropriate (exercise compulsory purchase).

In the case of your chemical plant, it may be because no one is prepared to take the risk of death and injury to persons residing close to the plant in the event of an accident, so they force people out.

Outside that area there is your secteur de délaissement where the authorities consider that residents' lives and wellbeing are not at risk but feel that they may feel their quality of living or the value of their property may be diminished by the presence of the plant, so the authorities agree to buy land if the landowners wish to sell.
