"Le Groupe dispose d’une ligne de crédit syndiquée de 3 000 millions d’euros à échéance février 2012 non tirée au 31 décembre 2006."

Can I translate this as "not taken up" or "unutilized" or is there a more specific technical term for "non tirée" in this context? Or have I misunderstood what it means? Any suggestions welcome - many thanks.
