France first began issuing bonds tied to the national Consumer Price Index (excluding tobacco) in September 1998. In 2001 France became the first country to offer bonds tied to euro zone inflation after issuing debt tied to the Euro Area Harmonised CPI, a weighted average of CPI indices from the then-12 euro-area countries. |
