Nothing to do with an IPO. It's the price on the first trade of the day on the day that the options are exercised (trade on the regulated market, that is).
I would avoid "quoted", which could be ambiguous as to whether it refers to an unconsummated bid or an actual trade.

Nothing to do with an IPO. It's the price on the first trade of the day on the day that the options are exercised (trade on the regulated market, that is).
