The lazy way out is to try to preserve the French sentence structure, which is why you will see "crossing of shareholding thresholds" -- pure translatorese. Recast the entire sentence, not just this bit, into something a native English speaker might say.

Explanation: I'm sure this is the sense used in contracts terminology. Acting jointly, by majority towards something. In this case, to achieve what's stated under a high level of agreement of the parties, or a high level of joint decision. The part "en baisse" doesn't fit mucho here cause in societies "low levels" of agreement are not used.
