Explanation:
I'm sure this is the sense used in contracts terminology. Acting jointly, by majority towards something. In this case, to achieve what's stated under a high level of agreement of the parties, or a high level of joint decision. The part "en baisse" doesn't fit mucho here cause in societies "low levels" of agreement are not used.

  -> Yes. North American andBritish law is far different from Euopean Continental law. This is not law, but looks like a contract. In this type of translations the preservation of the structure must be kept as much as possible. Read my explanation.
