neutral  Richard Benham: Looking at the second occurrence of "termes de liquidité", it looks as though it's about terms in the sense of time limits (say term to maturity or just maybe amount of notice required to withdraw funds).

in terms of liquidity

Explanation:
"that growth. What is a money market fund? MMFs are pooled investment funds that issue shares that. are similar, in terms of liquidity, to call deposits. ..."
www.bankofengland.co.uk/publications/quarterlybulletin/qb04...

I found the following which might be relevant, from a US sources:

"Today, as will be discussed below, several restrictions on the use of intraday credit better protect the Federal Reserve, at some cost **in terms of liquidity* ..."
findarticles.com/p/articles/mi_qa3699/is_200501/ai_n13618052/pg_2

"The Committee will discuss the need to extend the **terms of the liquidity facilities** relating to the 1991. Southern Transmission System (STS) variable rate ..."
www.scppa.org/Downloads/Minutes/Finance/financeminutes07070...

The fact that "facilities" is part of the phrase also may indicate whether or not it iss suitable.

I meant to preface the above with the comment that this seemed to be about extending the "fonds des fonds" in terms of liquidity

disagree  Richard Benham: You would need "en" there for this to be an acceptable translation, and in any case it can't be made to fit the context.

-> Miguel's "liquidity terms" is probably better, though I did give an example (in the last sentence above) of how my suggestion could fit the context.
