to fill in XXX about something

Explanation:
"Il a saisi la Commission departementale des Impots directs et Taxes sur le chiffre d'affaire..."
=
"He / It has filled in the Departmental Commission of direct Taxes and Taxes about the turnover..."

-> Yes, I have realised the error of my ways. Slightly misleading question though. However, I admit that I maybe jumped into answering the question too quickly.

neutral  Martin Cassell: legal context, legal sense // often the case though: don't assume the asker is thinking (or parsing) clearly! the most valuable service that peers provide is often to unravel a muddled reading, not coin-in-the-slot glossary stuff.

-> Point taken Martin. I acted a bit like a kid in a sweetshop on this one. Slightly misleading question though if I may say so.

For the record (and as stated in the discussion box), 2 seconds of www research shows that 'sur' is part of the name and has nothing to do with the verb saisir:
Commission départementale des impôts directs et des taxes sur le chiffre d'affaires.
