Hi, translating an evaluation report for European Commission. Have run into this sentence which I'm not sure how to translate:

Mise en synergie des Fonds de Garantie, des banques et des structures d’appui non financier agissant comme satellite de l’entreprise.

What exactly would satellite de l'entrerpise be here?

This is a recommendation, hence the somewhat strange structure. Any insights would be appreciated.

Explanation:

Satellite ofter indicates a sub-unit within a large organization or a external unit linked to it with some distance and/or independence. I like using the same term - acting as a satellite of the company - in English as well, but if is not an option, my next choice would be to use acting as an arm of the company.
