I have hunted around and presume it means Actions à/en Bons de Souscription as timidly suggested by someone on Proz but trawling the web has come up with no authoritative translation. Is there anyone out there in the know? Here is the context:

- l’activité économique américaine (et notamment le boom immobilier) n’est permise que par un déficit budgétaire croissant, des taux historiquement bas et une consommation efficiente (la consommation des ménages américains représente 70 % du PIB US et 30 % du PIB planétaire),
