Le Cabinet constitue l’équipe en charge du dossier en recherchant le meilleur rapport qualité-prix et en évitant les prestations de sur-qualité et les équipes surdimensionnées ou surqualifiées.

This is taken from a document discussing an arrangement made by a large company with regard to outsourcing of its legal requirements - referring certain client files to a law firms appearing in their list of recommended firms.

I understand the bit about 'overly large or over-qualified teams' ... but I don't quite get the sense of 'sur-qualité' here... is it along the lines of cracking a walnut with a sledgehammer...?

Of course, it may not mean 'high quality' at all, but simply, that the level of quality (however low or high it is) is unecessarily high for the required purpose.

Sometimes 'quick-and-dirty' is all that is needed... and 'slow-and-superb' may be too expensive, or miss the boat... or the point.
