French term or phrase: Prix EXW et hors TVA à l’indice [date de la vente]
Hi guys. This comes from the appendices of a letter proposing the sale of a gas cylinder and tank production and repair company and I am finding it hard to figure out exactly what it means. The full term is repeated several times, for example:

Prix chapeaux neufs EXW et hors TVA à l’indice [date de la vente] de 3,05 €.

My attempt is as follows: 'EXW price (exclusive of VAT according to the index [year of sale]) for new caps of €3.05'.

Does 'à l’indice' go with TVA or not? I would really like somebody more expert than me on financial matters to help! Thank you in advance.

EXW =ex works but may be left as exw. the fact this is ex works means the sale takes place when the goods are put at buyer's disposal and it is up to them to pay duties and taxes

is this stuff going to be shipped abroad, maybe to non Vat country? Anyway, I read it as meaning that the VAT,i f added is obviously index-linked to the price and also that there are different levels of VAT with some exemptions (See below) So,
