Really just guessing. Has the company just done a massively oversubscribed issue of shares, but not yet decided whether to keep everything or scale back... ? Seems a bit odd.

Explanation:
Agree with Carl it looks odd, but you do sometimes see in French x/y as being the xth out y whatever-it-may-bes.
The font may give a clue! Is it a 'half' fraction taking up only 1 character space (in which case half may really be what is meant) or is it '1/2' taking up 3 character positions? Of course, with auto-formatting in Word and suchlike, this is scarcely 100% reliable :-)
