The issue is not with 'height', but with 'base' — if this is a pendant ceiling light, it obviously won't have a base as such (and normally, such things don't have a plug either, since they will usually be wired directly into the electric supply).

However, like I said, different forms are available, which is why it's important to see a picture of the thing, if at all possible.

sorry my comment was not clear i didnt think it was the 'height' of the base. I knew it was some sort of unit/base that the lightshade was attached to. Its plug that was the wrong term to use I meant the electric cable in general. So my thoughts were a sort of unit with the electric cable attached. Sorry for confusion. thanks

I agree with Tony. I think it is a mounting with the cable inside, supplied with the light

It couldn't be "the height of the base", since right at the outset, you state that it is a 'suspension' (i.e. a ceiling light fitting!)

It's hard to be sure, but it probably means a pre-wired mounting unit — these things usually have the actual lamp part, the cable it hangs from, and then some kind of 'top-knot' where it fixes to the ceiling.

Really need to see a picture to know how to describe it properly in EN.
