What it means is that at intervals the wall is intersected horizontally by a strip of stone, brick etc. that projects slightly from the wall. This means that rain striking the wall runs down only so far before being projected from the wall by the bandeau. Without them, the bottom part of a high wall would soon be eroded by the large amount of water flowing over it.
