French term or phrase: la livre
This is a paper on the Mercosur region. One section explains a dispute regarding bicycle exports from Uruguay to Argentina. I believe that Argentina wanted to impose special tariffs on ALL bicycles from Uruguay when only some were made from parts from Asia.

"Dans une affaire opposant l’Uruguay à l’Argentine, un tribunal d’arbitrage a décidé que « dès que le tribunal a vérifié l’éclatante illégitimité de l’acte (atteinte contre la livre circulations des bicyclettes), la souveraineté de chaque État n’est pas un obstacle pour déclarer que l’acte administratif de la douane argentine doit être annulé et est sans valeur."

I am baffled by the word "livre" here (and note the feminine article). I know that it can mean "weight," but I don't think that fits in this context. Any thoughts?
