I know it has different meanings. Thanks for your comment. Here, the meaning is still "as required by" or "in adherence with", no matter how you slice it or dice it. It's what the precautionary principle requires, even if not following it is not enforced.

Yes, MathewLaSon, but as I see it "au titre de/à titre de" is equivalent to different chunks in English. Sometimes, it's just a way of making sth "sound" more officialese or when people don't know what to use:):
1....applicables au Distributeur au titre de la commercialisation de la Solution. (to the effect?? )
2. Il y est allé au titre de la coopération. (He went there on a development mission.)
3. Il en bénéficie à titre d'ancien directeur. (He's entitled to it as a former managing director.)
4. Cette somme est prélevée au titre de...(This amount is deducted for...)
à titre d'exemple: as an exemple
la Cour ne peut l'appliquer en l'espèce qu'à titre de principe ou de norme du droit international général: as a matter of principle(?)

And there are many other "adverbial adjuncts" using the word "titre".
