Hi,

I just need some help interpreting this use of "dans un contexte + noun." I think I know what it means, but when I encounter something unfamiliar I'd rather see if someone else knows for sure than just rely on a guess. It's part of a business plan. Here is some context, with confidential information removed:

Les éléments essentiels de cet accord sont les suivants :

Fusion de toutes les activités et programmes [...] actuels [(...)] au sein d’un « programme [...]» unique, financé par un subside global.

Élaboration d’un programme stratégique [...] structuré en deux plans d’actions de 3 ans.

Programmation budgétaire triennale, avec budget garanti pour 3 ans, dans les limites du budget approuvé par le Parlement.

Concentration géographique: choix de 20 pays « partenaires » (voir annexe 1.) avec intégration des programmes et activités financés par la [...] dans un contexte pays, les institutions universitaires restant toutefois les partenaires proprement dits.

on a country-by-country basis


Explanation:
I think this fits your context (activités financés par la [...] dans un contexte pays,), assuming that the missing entity is something like the UN, UNDP or an NGO.

But context matters, and this wording might not work for other instances of "dans un contexte xxx."
