I'm slightly baffled by these two phrases appearing together in my source text. Does it mean "as much as possible UP TO one-half"?

Any help greatly appreciated.

"Il est précisé que le Règlement intérieur du Conseil d’administration qui a été approuvé le 12 décembre 2003 prévoit que le Conseil d’administration doit se composer, autant que possible pour moitié, d’administrateurs considérés comme indépendants, étant précisé qu’il revient au Comité des rémunérations d’établir et de mettre à jour les critères permettant d’évaluer l’indépendance des administrateurs"

Explanation:
Personally, I think the punctuation is wrong, or at least odd!
My reading would be:

"...d’administration doit se composer, autant que possible, pour moitié d’administrateurs..."

in other words, "...should, as far as possible, be made up of 50% administrators..." etc.

I feel sure the underlying expression is 'se composer pour moitié de...'
