Another expression that I just can't find a neat equivalent for: "La création de la filière culturelle territoriale en 1991 a modifié le bassin de mobilité des personnels de bibliothèques en réunissant les bibliothèques départementales avec les bibliothèques municipales et intercommunales et en les séparant de l’État."

I've put "reduced their workplace mobility" for the moment, but I'm not sure that's really it. Any pointers gratefully accepted.

I think this is what it means. It doesn't necessarily mean they have less mobility but that it is different, because the libraries have a new type of interconnected structure.

Explanation:
I take it they are referring to the area within which librarians are expected to travel to their place of work under the new system.

I'd steer clear of mobility which makes it sound as if they are all in wheelchairs.

Of course it might also mean that by now coming under a single "employer", they have less option for "career change/promotion" by moving to another job under a different authority. If so you'll need a different translation.
