My hunch is that at this historical time, there must have been in Marseille a "battle" waged over the development in outlying areas, that possible became know by the locals as "des campagnes". Maybe some historical research of the epoch would turn up an answer

As I read it again, I'm thinking also perhaps it is simply referring to "at the time 'undeveloped' land" existed around Marseille; hence "des campagnes" |
