French term or phrase: l’époque des « campagnes » à Marseille
In an account of the development of the city of Marseille. Context: "Il ne pouvait que souscrire au projet Bernex, qui lui permettrait de poursuivre son oeuvre et de désenclaver les quartiers, **à l’époque des « campagnes »**, au Sud de la colline Notre-Dame, vers Saint-Giniez et la mer." Talking about Anthelme Bernex associating with Jean-Baptiste Falque to develop part of Marseille. What "campagnes" are they talking about, please? Any help gratefully received!

My hunch is that at this historical time, there must have been in Marseille a "battle" waged over the development in outlying areas, that possible became know by the locals as "des campagnes". Maybe some historical research of the epoch would turn up an answer

As I read it again, I'm thinking also perhaps it is simply referring to "at the time 'undeveloped' land" existed around Marseille; hence "des campagnes"
