I'm struggling a bit on how to word this neatly. Any help would be appreciated.

As far as I can see, "s'inscrivant dans" was not part of the term to be translated - otherwise I'd have included that in my answer! But, there are times when a literal translation can simply be awkward, and certain phrases become redundant in the target language, especially as they would in any case be implied - as here. I.e., depending on the chosen solution, the whole of "s'inscrivant dans un souci" can be taken as read without having to be explicitly expressed.

I think popping in equitable/fair seemed to avoid the hassles of striving to etc. I liked "The aim of this... is to achieve an equitable/fair etc etc etc" It did the job ok and the client was happy. I went with equitable actually. Thanks Carol.

Katsy, see my answer below. I agreed with you, after all. But one needs to translate "s'inscrivant dans", which means "consistent with". I was trying to translate the entire sentence last night and became braindead. I have a new translation below.

I would take issue with Matthew here. "dans un souci de" means "with a preoccupation/care for XXX" or, more simply "because we want XXX to be true" - hence my translation "strives to be" (which in itself of course one may want to criticise)

There may be a slight difference in meaning between "fairness" and "equity".
to fit into a fairness/equity mindset (is a more literal translation as well). I don't think it has anything to do with "striving to..".

Literally, "s'inscrivant dans un souci d'équité" = "respecting fairness for fairness's sake"

1) The aim of this application for support is to achieve an effective, accessible health system perspective.

2) The aim of this application for support is to achieve an effective, accessible health system based firmly on an ethos of equality.

I think i'm shooting blanks a bit though. The first one really grinds...

As I said a couple of days ago, "équité" means fairness, not equality. So I'd suggest , following your beginning:
".... is to achieve an effective, accessible and fair health system" OR
"... is to achieve an effective and accessible health system which strives to be fair"
