First, is there an Anglo-saxon equivalent of this body ? Whatever the case I would welcome suggestions as to how to render the notion of 'solidarité/autonomie' here.

neutral B D Finch: Very interesting refs provided by MC. The concept of autonomy is not, in my opinion, what the source text seems to be about. It is more about practical independence esp. enabling people to live in their own homes, do shopping etc.
