Explanation:
I think channel of authority might be appropriate for two reasons. One, it is a very normal English language useage. It's a channel, in the same sense as a chain of authority -- where there are many steps in the chain. It is not a single person or entity, but a series that must be moved through. Two, this may be a rendering into French of the English phrase, so why not just use the English? The French phrase gets almost no hits in Google, the English phrase gets more than a million.
Example sentence(s):- Dwight Eishenhower: I look to him as the channel of authority within the executive branch on foreign policy as I do to the Secretaries of Defense and
- He asked "where is the channel of authority?" and suggested an ombudsman be put in place. Steve B. suggested that the Charter would clean up the lines of responsibility
