Hello everyone

Does the above mean something like "responsible" in this context?

"Le Centre National de Surveillance Electronique (CNSE) est le service du Service Public Fédéral Justice compétent pour assurer la mise en oeuvre et le suivi de la surveillance électronique."

It seems to me that the word "competent" hints at a notion of know-how, of expertise -when here "compétent" stands for "in charge of, responsible for", eg "proper".
