To me, the "struggle to establish an identity or community" suggests a poorly-knit community trying to bring itself together around a common theme. "Revendications identitaires" are, on my understanding, communities with a strong sense of their own identity as a group (Basque, queer, etc), who are struggling for recognition of their status as special/separate/different within the broader community. Maybe you mean "establish" in that way, "struggling to establish themselves *as an identity* within the broader community", but that doesn't strike me as the kind of thing that poses the threat Chirac says it does.

Thanks Phil - have read everyone's comments on here but I can't seem to take myself away from 'struggle' - it just seems like 'demands for identity' and the like are too literal. I'm not an expert though! I have actually opted for, 'the struggle to establish an identity or community is becoming apparent or intensifying,' I think it needs to be tidied up a bit though. And I really don't like the 'or,' but I think I am moving closer to a translation! Thanks!
