le texte porte sur une demande de coopération entre ministères de deux pays
Le département xxx dont nous avons la charge souhaiterait entretenir des relations d'échanges d'informations, et d'expériences;
Dans le cadre d'unite de police qui demeure une préoccupation pour nous, car notre police est encore jeune, il lui manque d'expériences pour la mise en oeuvre de sa solidation aux matériels organiques, informatiques, logistiques et des tenues d'uniformes en vue d'assurer la tranquilité de nos cités.
Quelqu'un peut-il m'aider à comprendre cette expression/phrase?

I took some liberty with the prepositions and idioms in order eliminate wordiness. I think it might also be possible to substitute inherent with existing.
Materiels might also be translated as resources or machinery: machinery meaning not only physical machines, but more in the sense of the general organizational or operational system that is already in place.
To a native English speaker, machinery may be too broad and might require the qualifiers that I put in quotations above. So, again, to avoid wordiness and misunderstanding, I would use structure or resources.

staff??? I doubt! What I know is one ministry (public security) in one country requesting the assistance of another ministry in another country with regard to its police units to "mise en oeuvre de sa solidation des matériels organiques"
Could it simply refer to staff/personnel? If that's the case, you could say "putting in place the personnel, technology, logistical resources and uniforms needed to ensure the..." or something similar.
