French term or phrase:cellule de reclassement
This comes from a sheaf of documents, all to do with staff recruitment and headhunting. Here's some context:
Le réseau des partenaires XXXX, acteur majeurs sur le marché de l’emploi (Pôle Emploi, AFPA, cellules de reclassement, syndicats professionnels, …)
I think this might be some kind of organisation that helps companies reclassify or regrade employees when restructuring - but I am not absolutely certain and I certainly do not know the corresponding term in English. I would be very grateful for some pointers - thanks!

That's exactly it, Emma. In this part of the document, the company is setting out all the potential sources for recruitment at its disposal - its own list of registered candidates, people who register on their website, classified ads, posters in local agencies, and also the job centres, trade associations, etc. who may have potential candidates.
Just to reply to Phil: If I've read Susan's question properly, her doc is concerned with recruitment and headhunting. The job centre and the other organisations mentioned in brackets are places where the personnel dept of the company recruiting can find people who are looking for a job. That's what I mean by a "source of recruitment".

Explanation: This is the statutory definition of a cellule de reclassement:
"Elle sera chargée de la mise en oeuvre de l'accompagnement à la recherche d'emploi qui comprendra généralement la réalisation d'un bilan de compétence, l'élaboration d'un projet professionnel, des formations aux techniques de recherche d'emploi, la prospection du marché caché (lequel représenterait environ 70% du marché de l'emploi) par démarchage direct auprès des entreprises du bassin d'emploi, etc."
In English, this is called outplacement. In this list of services provided by a group of companies, I think you could leave out "cellules de".
I like the rather cynical definition of "outplacement" given by Merriam-Webster in the second of my two web references below. It sounds like the person who wrote the dictionary entry had been a victim of it him/herself.

As other answerers have pointed out, companies have a statutory duty to provide this service in certain circumstances. They can either do it themselves, or pay someone else to do it, as is the case here.

I did find this article in Le Monde - http://crise.blog.lemonde.fr/2009/10/09/je-ne-vois-pas-en-quoi-la-cellule-de-reclassement-ma-aide/ - doesn't look like they did this chap much good! :S
