Explanation:
Since this question is raised by an African, DR Congo, friend, we may believe this is some slightly "Belgian accomodated" French.

Therefore, I understand "classifiés" as referring to the people who are not "cadres" ("managers"), neither "maîtrise" ("supervisory") -eg. "personnel d'exécution". That's why I suggest "operating personnel".
