I am having a hard time deciding how to translate "en demande" found in item 14 between brackets below in the context.

Maybe I am just being blind to what the author means, but any help will be appreciate.

The document is a suit brought by a Union against an employer during the renegotiation of a Collective Bargaining Agreement with the employees.

Here is the context:

12. Le ou vers le 16 août 2009, il y a eu vote de grève au scrutin secret parmi les salariés membres du Syndicat compris dans l'unité de négociation ;
13. L'unité de négociation comprend approximativement cent (100) salariés de l'Employeur;
14. Les négociations sont longues et difficiles considérant que l'Employeur est <> sur de nombreux sujets ;

That's how I read it. It is a bit confusing.

en demande = son attention est en demande sur de nombreux sujets

In other words, he's tied up with many other issues at this time; that's mainly why the negotiations are being carried out at such a slow rate.

Yes, this is it. In about one paragraph down from the context I gave here, they talk of how they have had many conflicts in scheduling and have not been able to meet with the employer.
Plus this is Canadian French, so I think it makes a difference that you are from Canada and would have more insight into the language.

**** there's always back and forth on union contract negotiations, my feeling is that in this case this is what they're referring to, that the employer is not requesting changes as much as challenging parts of the contract. Challenge is a synonym for demand...

agree  Emma Paulay: This is similar to Michel Morin's reading too. I think the idea is that the employer was holding up negotiations by posing conditions all the time.
