French to English translations [PRO] Bus/Financial - Human Resources / Human Resources - Document outlining benefits of a relocation-assistance program
French term or phrase:critère de public fragilisé
This document comes from France. It is a document outlining the benefits to which employees are entititled as the business where they have been working is going to be relocated and closed in the current locale.
One of the offerings is for employees to start a new business or resume a former business and grants are given to help in this process. These are called "projects", and this term is used in describing what the criteria is to obtain a grant for this purpose.
I would imagine there is an equivalent term in use in English for this French term, but I cannot find it. I understand its meaning, but don't want to literally translate it if there is a standard English form for this concept.
Here is some context and the sentence containing the phrase:

(meeting) a vulnerable population criterion within the terms of the "Contrat Unique d’Insertion"
Explanation: I think it is about this particular piece of legislation and the criteria are set locally by the Préfet.

Sorry for the error above, the criteria (as explained in the reference) are set nationally and the Préfet just sets the amount paid and the period.
