Evidently the name of some administrative body, but possibly in Luxembourg rather than France. Context:

agree  Nikki Scott-Despaigne: Agree with 'autorité investie du pouvoir de nomination' http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:... AIPN thus shorthand & thus descriptive, not limited to one specific body, thus okay to translate.

  -> Merci. That's also my point of view: a translation is supposed to provide some means for understanding: therefore, keeping "AIPN" as such doesn't match the need. That said, it could be added as a foot note to "appointing authority".

agree  rkillings: And capitalise it! "Appointing Authority ('the AIPN')" has already appeared in the Official Journal of the EU, in re Balieu-Steinmetz and Noworyta v Parliament (Case F-115/07) (2007/C 315/92).
