French term or phrase: activité reduite courte/longue
Clearly it refers to underemployment.

"Activité reduite courte" is underemployment under 78 hours a month.
"Activité reduite longue" is undermployment over 78 hours a month.

I though about highly underemployed, but perhaps someone who works 75 hours a month would be happy working just a little more, so this sort of approach doesn't really work.

"Shorter/longer hours of underemployment" also seems to be another possibility, but I'm not all that keen on that rendition.

really think "underemployment" is NOT the correct term to use here. See definition below. From my reading and knowledge of the Unemployment categories that are actually entitled to income supplements you have "Casual" and "short-time" workers. The former get work from time to time, sometimes for a day, sometimes a week and are docked unemployment benefit for the days they work. The latter are on short time because their employer hasn't enough work but wants to retain them, so they have an income supplement from the Dole to increase their incoome a bit

Definition of 'Underemployment'
A measure of employment and labor utilization in the economy that looks at how well the labor force is being utilized in terms of skills, experience and availability to work. Labor that falls under the underemployment classification includes those workers that are highly skilled but working in low paying jobs, workers that are highly skilled but work in low skill jobs and part-time workers that would prefer to be full-time. This is different from unemployment in that the individual is working but isn't working at their full capability.

The context here I believe is "short-time" work so tyou could just use the hours

short-time work of less than 78 hrs ...or more.
