French term or phrase: ma culotte
Again, very age and dialect-specific, and sorry to persist with the "potentially offensive" tagging, but better safe than sorry. What do little American girls call their underwear? Knickers, duds, dacks, undies, jocks, pants... ? All seem British or Aussie to me. I know that grown American women wear "panties" (ugh! sorry, that's one of my I-just-can't-say-that words, smacks of soft porn and paedophilia to me) but would little girls really use that word themselves? I've done the Google search and found retailers selling "girls' toddler panties" (gee, I feel like a creep running searches like that!) but it's obviously mum's doing the buying and from my delving into things like Rugrats etc. there is not really any mention of these unmentionables from the still puritanical States. So, feel like running some innocent questions by the neighbour's little girl, anyone?...

panties

Explanation:
I confess that I am not American, but my sister is (born in Ohio in 1948). As you say, you thought of 'panties' but were put off by the paedophile associations. I think it's just one of those words that has been 'taken' and changed. A bit like 'gay' - used to mean simply 'happy' and now used by the gay community themselves and by schoolchildren trying to insult each other in the playground (no. 1 insult, apparently, sadly enough).

...although I can understand why you might be looking for another word - I feel the same as you do about the depraved connotations of that word
