French term or phrase: civilisation hydraulique

Context: discussion of NGO intervention in Sri Lanka. SL is described as a 'civilisation hydraulique' and while I know what this means - a country which relies heavily on transporting water into its extensive dry areas - I am at a loss to find a concise English version. Any ideas?
