As a result of UDN’s work, corruption and other leakages in the system were prevented and local schools and hospitals received a much greater proportion of the funds as intended (see case study 2).

Adherence support found cost-effective
In the CATIE News story "Large study links adherence to survival" , researchers in British Columbia confirmed that adherence to therapy is linked to survival in HIV positive people. By emphasizing the importance of adherence, this research may stimulate other study teams to investigate ways or interventions for providing adherence support to people with HIV/AIDS (PHAs).

| EU support towards compliance ??
Explanation:
Just a thought, no idea if it fits your context or whatever, but "communautaire" can be the adjective applied to European Community (now EU, strictly speaking, of course) projects and stuff. So it might mean something like "EU support".
Observance may be compliance - all the Petit Rob definitions are based around the reglious sense of observance in English
