agree MatthewLaSon: I think that is the meaning here. Your explanation below is most likely correct. I was think more in terms of "covered/non-covered" , but, in this context, "applicable/non-applicable" is more contextually appropriate.

  -> Thanks -- I thought it might be possible that it could also to refer to balance sheet matters involved in what can actually be counted towards current liability/working capital or something like that. Agree? Meaning in the asker's context, not mine here
