- assurer l’accueil linguistique et citoyen des personnes immigrantes
Is it that on arrival, they should receive support in their own language and citizenship training of some sort???

What are some of the other recommendations for multilingualism? If they are in the same vein as encouraging the immigrants to speak that country's language and adapt as citizens... then it means the opposite of what you think.
My take on it is:
provide linguistic and civic support services to immigrants
Or if the context refers to preserving the immigrants language and culture... maybe this?
ensure the linguistic and civic support of immigrants
Maybe that last one is vague enough to mean both. :-)

or maybe to extend a civic welcome?
Just some ideas... I think you need the client to clarify what this means if the context does not provide more info

Citoyen here means "civic". The problem is that it is incorrect when "citoyen" is used as an adjective. The author should have used the word "civique", i.e. "accueil civique". I think the problem is the translation of "accueil". You already know that "accueil" in relation to language means to provide support in their own language but what does "accueil" imply in relation to "civique"? |

Asker: To answer your question, the idea is to preserve the immigrants' language.
Asker: I have to say that I am erring more on the side of 'civil' than 'civic':
CIVIC: of or relating or belonging to a city; "civic center"; "civic problems"
CIVIL: of or relating to citizens as individuals; "civil rights"; "civil liberty"
Asker: Thanks to all of you for effort and input (Marc, you have helped me more than once!).
I can see the point about 'civil' sounding like 'being polite', and although I am not entirely convinced about 'civic' for the reason I gave, a Google search for 'civic support' produces a lot of relevant results.

Pour plus de détails à la réponse faite à Marc, tout immigrant est heureux d'être bien acceuilli dans le pays d'adoption choisi, et pour cela la courtoisie des citoyens est nécessaire. Par conséquent, "civil support" me semble bien à sa place
