I have some corroboration for "telematic", but it doesn't seem very idiomatic.

It's a piece of legislation, and thus is being deliberately vague I think.

I image "réseaux télématiques" would include interactive (3G) mobile phones, interactive TV services, Minitel in France, that kind of thing.

Telematic or ICT communications networks might do the job after all, going on this definition:

The term telematics is used in a number of ways: *The [integrated] use of telecommunications and informatics, also known as ICT (Information and Communications Technology). More specifically it is the science of sending, receiving and storing information via telecommunication devices.

Thanks a lot Monica and everybody. I went full circle and used telematic, but I did use the info from Wikipedia as a translator's note - I don't think telematic is in everybody's vocabulary.

Distance gaming / On-board networks

Explanation:
Google télématique + on-board and there are several glossaries in the first page of results
I suggest "distance gaming" for the first term and "on-board networks" (like in vehicles) for the second. I am not sure they are talking about vehicles here, but why else would they differentiate it from "reseaux de communication" ?
