Actually, I think "rotating" is more common then "in rotation".

In response to your note I think the term you are after is simply "rotating" (try googling it with ads, rates etc)

Thanks to both of you. In fact the size for the rotation is any fixed size, not necessarily banner, so I used "fixed size rotation"
