This term appears in the legal information for a French website. I also don't get what they mean with "libre communication". Does "libre" here mean "unrestricted"?

  -> I don't think it's contradictory; the 1st part of the sentence talks about the rules of the use of the services (regarding the unrestricted publishing and so on)
